Ryan Maas is an attorney at Porter Law Group. His practice focuses on construction law and on the business and employment issues that contractors and other construction-industry companies encounter. He represents general contractors, subcontractors, suppliers, engineering firms, and public entities.

Relevant Experience

Ryan handles all aspects of construction law, including litigating, arbitrating, and mediating matters concerning claims for delay and impact, design deficiencies, payment disputes, cost overruns, and construction defects. He regularly pursues and defends payment claims on public and private works projects, including mechanics liens, stop payment notices, and payment bond claims, and advises clients on contractor licensing issues.

Ryan also counsels and defends businesses on employment matters. He defends employers in wage-and-hour class actions and Private Attorneys General Act (PAGA) actions, and he conducts compliance reviews that help employers identify and correct problems before they become claims. On public works, he advises contractors on prevailing wage compliance and defends them against Civil Wage and Penalty Assessments. His practice also includes trade secret and unfair competition matters, OSHA, and general business disputes. He has prosecuted and defended claims under the California and federal False Claims Acts, including one of the largest False Claims Act prosecutions in California history.

Before practicing law, Ryan worked in the construction industry, and from 2012 to 2015 he owned and operated an architectural metal and woodworking fabrication shop on Mare Island. That hands-on background gives him a practical understanding of how projects and businesses actually run, which he brings to resolving his clients’ problems. Prior to joining Porter Law Group, Ryan was a partner at Radoslovich | Shapiro, PC.

Education

Ryan received his bachelor’s degree in political science from the University of Washington and his Juris Doctor from Lewis & Clark Law School. He is admitted to practice before all California state courts.
